Cosmetics

Cosmetics legislation covers products such as shampoos, make up, massage oils - basically all products which 

• clean, perfume, change the appearance, protect, keep in good condition or correct bodily odours

And are applied to the following parts of the body

• the skin, the hair, the nails, the lips, the genitals, the teeth or the mouth.

The Cosmetic Products (Safety) Regulations

These regulations set out detailed requirements that cosmetics have to meet in  the following areas;

• Product composition and safety requirements

• Labelling

• Technical documentation

• Borderline medical claims if applicable.

Guidance notes have been written by the Department of Trade and Industry and these can be viewed by clicking this link to their Guide to the Cosmetic Products (Safety) Regulations 2004. 

This is a complex are of the law with many safety implications. Making claims about a product - for example claims about the effect it will have - often causes difficulty, especially where the claim could be considered a health claim.
